Integrated Information Support System for Municipal and Communal Management is the first complete and integrated system designed for local governments, including the outer layer that allows interested persons to communicate with the office by electronic means, as well as the inner layer, which is able to analyze the data obtained from the outer layer and process it in domain-specific subsystems. The outer layer – FRONT OFFICE is a platform for communication and data exchange between citizens, external entities and organizational units of Local Government Units. The inner layer – BACK OFFICE consists of individual domain-specific modules that support certain substantive issues. BACK OFFICE is at the same time dozens of cooperating applications that are summarized in a single integrated system, but also modules that can function independently of each other, which enables to execute the deployment in phases. Both layers can be integrated with each other using an application of the documents support system, so that all processes are carried out in one coherent system.
The performance of the system applications and their integration is based on configurable parameters and dictionaries in a way that ensures high flexibility and thus enables non-intrusive adaptation to the needs of the customer as well as the legal regulations.
The system can operate as a central system accessible to all organizational units of local government, i.e. the Office, budget entities, including educational, budgetary establishments.
Implementation of the system enables the execution of demands of management control, which is required to be implemented by the Act on Public Finance.
In its functionality, the existing applications include many spheres of activities of Local Government Units, such as the budget, education, taxes and fees, property, accounting, civil affairs, the entrepreneur sphere, social sphere, employment sphere, waste management, document circulation and others.
Integrated Information Support System for Municipal and Communal Management consists of the following systems:
Social systems – IT solutions supporting the following: alimony fund, rent allowances, energy allowances, family benefits, together with support related to the granting of social scholarships.
Supports work in the field of i.a.: registration and verification of an application, issuing decisions, resulting in the payment of social benefits on the basis of the data registered in the system. In addition, they support the creation of material and financial statements and conducting debt recovery. Systems are integrated with other domain-specific systems, i.a.: Budget Expenditure, Finance and Accounting, Debt Recovery, Fiscal planning and external systems, i.a. Płatnik, HomeBanking Systems, Empatia.
Tax systems – IT solutions handling taxes and local fees (property tax, agricultural and forestry tax, tax on means of transport, tax on handling impurities), i.e. supporting work involving controlling the state of liabilities and receivables from individual benefits.
Tax systems are a group of modules that support local fees and taxes. The modules support work when controlling payables and receivables from individual benefits. In measurement systems the fact of an arising tax obligation, history of changes and the expiry of tax obligation are recorded. The files of the system contain a list of taxpayers with tax obligation. For each debtor, the system has information about the objects of taxation, its base and size. While working on the system you can perform operations on a particular subject on the current fiscal year and on previous years.
Operations saved in the measurement systems automatically go to the analytical accounting system. Operators in the given system can preview the taxpayer’s file, where all operations performed on the taxpayer are visible. The operator can obtain information for any given day on the state of receivables of the client and calculate the tax interest.
The process of accounting for payments of taxpayers can be done manually, as well as by using the function of accounting distribution of payments to individual bank accounts. For the accounting operations executed, the operators can create a synthetic and analytic statement for any period. The resulting data can be transferred automatically to the accounting system.
In the system, you can easily and quickly find persons who are in arrears with payment, check for which of them a reminder or writ of execution was issued. In addition, there are functions that support the verification of the correctness of entries in the accounts of taxpayers.
The modules are additionally integrated with other systems, i.a.: KASA (cash system), SOE (system supporting bailiffs), FK (financial-accounting system). Records systems – IT solutions supporting works involving comprehensive management and recording of citizen data (register of the population – citizens and foreigners living in the commune).
Records systems, which are part of an integrated OTAGO system, help work on comprehensive management and recording of data about inhabitants. The register of inhabitants provides data about the inhabitants to substantive systems. It has been divided into two files: citizens and a register of foreigners living in the commune. The module works with the government system Źródło, allowing to update the data and perform a verification of the data registered in the register of residents. This approach enables to keep current entries in the central personal records. The population register together with the Wybory system is a source of data when preparing electoral lists, military qualifications, register of pupils or generating demographic data.

Financial systems – IT solutions supporting the commune’s financial management (budget planning, financial plan for the forthcoming year, planning of expenses, record keeping of accounting in accordance with the Accounting Act).
Financial systems constitute a system of interconnected modules of the Integrated Information Support System for Municipal and Communal Management responsible for the flow of data from individual modules substantive to the main module and financial accounting. The idea of the financial systems is the functional complexity and integration of data involving the registration of data in one place in the system and the simultaneous use of this data in other related modules.
Finance management has its origins in budget planning: on the one hand in the perspective of many years, when a long-term prognosis is developed; on the other hand, when a detailed one-year financial plan for the coming year is prepared. Based on the registered financial plan of the unit, the system enables verification of the commitments undertaken in the framework of the planned measures. Each security in the form of a spending commitment of funds gives a sense of security in the field of public finance discipline.
The documents registered in the substantive system reflecting economic events are automatically transferred to accounting in the financial module. Based on the defined decrees it is possible to conduct accounting records in accordance with the Act on Accounting. Ultimately, budget reports and financial units are generated automatically from the registered accounting documents.

HR systems form a group of modules supporting work in the field of human resources management. These modules enable the record of the employee’s history, starting from the recruitment process, through to periodic evaluation of the employee, and they support the management of issues such as: preparatory service, individual mentoring program and training.
These modules are integrated with other domain-specific systems, i.a.: Human Resources, Payroll, Budget expenditure. The functional means of the modules greatly relieves the employee of human resources by offering a wide array of system possibilities.
